[PATCH 0 of 3 PoC] 'kallithea' CLI command with Click

Hi,

This is a PoC that introduces a 'kallithea' command. Intention is to let it
replace the custom 'gearbox' commands currently hosted in
kallithea/lib/paster_commands.

This PoC implements the 'front-end' commands previously proposed and the
'gearbox make-config' command. These implementations give a starting point
for a discussion on whether this is good or not, compared to gearbox.
