scripts/shortlog: new script

Useful for release announcements, shortlog.py presents a list of committers
corresponding to the specified revision set, along with their count of
commits in that set.

Example usage:
    scripts/shortlog.py "only('.', branch('stable') & tagged() & public() & not .)"
