wsgi setup getting Permission Denied

Two things that need to be mentioned.

1) This issue was fixed by disabling SELinux.   I'll need to
   figure out if I don't need to disable SELinux.  Currently
   looking at this.

2) Forgot to include locale=en_US.UTF-8 in WSGIProcessGroup.
