Proposed change: clarify need for itemized receipts for hotels & reasons why Conservancy needs that.

This change that I proposed was accepted and approved by Conservancy's
Board of Directors at a meeting on 2014-07-01, and is now in-effect and
appears on the master branch of the repository.
