Proposal: travel policy: reject reimbursement requests submitted to accounting later than 90 days after travel.

The board voted to make this change, amending the travel policy and 
removing the
provision that allows expenses older than 90 days to be paid with Board 
approval.

Expenses submitted after the 90 days will not be reimbursed.
