[PATCH] Various pulls from GNOME

Hi,

The GNOME foundation has recently been looking at adopting a travel
policy, and as part of this we're looking at various policies around and
have a couple of potential updates to the travel policy which may be
useful for Conservancy.

There's three patches here and a non-patch, and I've added a pull
request on kallithea.

Patch 1
=======

This first patch is due to the IRS document 26 CFR 601.105, para 6.04.
Basically, the per-diem rates are considered to be for each 24h period.
This means on the arrival and departure day, if the full allowance is
claimed then this becomes taxable.

There seems to be two ways of rectifying this, one is to work out the
actual percentages of time per location, or to simply use three quarters
of the per-diem rate. I'm suggesting the latter to avoid the complexity
of working out the former.

Patch 2
=======

This text is almost identical to the text 18 lines earlier, and thus
looks redundant. I'm suggesting leaving the one which applies to air and
rail travel, rather than just air.

===========

It should be noted that

retired. I'm not sure what should replace it, hence no patch.
