I used to work at Indiana University which is a very active member of
the Kuali Foundation.  After IU switched to KFS (thus making me become
an active user of KFS), I planned on reviewing it for use for SPI.  I
never had time to evaluate it.  A quick glance at their website shows
the software itself is licensed under
http://opensource.org/licenses/ecl1.php and the documentation is under
http://creativecommons.org/licenses/by-nc-sa/2.5/
