Final draft of Conflict of Interest policy: comment within 24 hours

Attached please find the final draft of the Conflict of Interest policy,
and a diff from the first version that was sent to the list.  Included
are various changes made based on input from this list, including:

  * material financial interest in a "for-profit enterprise": changed
    since other volunteer/non-profits aren't as big of an issue.

  * "Board" was said one place where "PLC" should have been

  * Public meetings issue addressed by allowing conflicted parties to
    attend

  * We've explicitly stated now that legitimate reimbursements are not
    compensation.

  * We're clear about what state and federal laws we mean.

  * "engaged in a substantial capacity"
     s/some/substantial/g because the real concern is a serious substantial
     interest rather than a de minimus.

If you have additional last minute comments on this policy, please send
them in the next 24 hours.  Conservancy's Directors will be vote on this
document this week.

That said, it's a living document, so we can continue to discuss changes
after that, but unless there are serious objections now on this list,
Conservancy expects to vote the attached version will officially into
place this week.
