I'm not clear on how the last sentence fits into the rest of the
paragraph. Is it meant to mean "Travelers will need to keep receipts for
all expenses, no matter the amount.", or "Conservancy will need to see
receipts for all expenses, no matter the amount."?
Also, isn't the per-diem receiptless?
