Should this list be publicly archived?

The archives of this list are currently private.  I don't actually
recall my reasoning for making it private at the time the list was
created, but we should revisit the decision now that the policies and
proposals thereto are public.  It's odd to have the discussion list
private but all the work public.

Does anyone have opinions on whether or not the list should be public?
