Proposed change: PayPal supports multiple currencies

I propose the following change, which is purely procedural and should
not be controversial.  It's in this merge request:
    https://gitorious.org/conservancy/policies/merge_requests/8
    (and it's also attached as a patch)

Since the time the original payment request list was created, PayPal
began offering transactions in multiple currencies.  Now, when we gather
reimbursement request information, we should ask what currency the
traveler prefers.
