Proposed change: PayPal supports multiple currencies

Since no one commented and it's been more than two weeks, I've merged
this into ready-for-board-approval:

> PayPal can handle mulitple currencies now.  Therefore, we should
> collect preferred currency ifnormation from the traveler, thus
> avoiding additional round-trips to verify what currency they seek
> reimbursement.
